NUTECH Charter

1. In order to meet the national requirements of technically trained and educated human resource as well as to capitalize on the immensely talented human asset, there is a dire need to establish a university of applied sciences. The concept of NUTECH was approved by COAS in May 2015, to be the first National Technology University designed to produce Technologist in emerging disciplines of applied sciences. The Charter of NUTECH is drafted in line with HEC requirements after elaborate interactive sessions with HEC team and guideline provided by Federal University Ordinance – 2002 (FUO), which provides the policy frame work for establishment of a Federal University
2. Charter was developed and sent to GHQ for approval. After GHQ’s approval, the application for development of new university was submitted to HEC. On completion of all formalities HEC recommended the Charter in Nov 2015. The case was further processed to sponsor ministry, i.e MoST. After detailed evaluation and number of briefings, MoST recommended the Charter and it was sent to Min of Law & Justice for legal vetting.
3. MoLJ directed to initiate inter-ministerial consultative process in the light of Rules of Business. After completing consultation with relevant ministries the charter was sent to federal cabinet through Cabinet Committee for Disposal of Legislative Cases (CCLC) on 19 February 2017. On recommendation from Cabinet committee, it was sent to PM Secretariat for endorsement. Charter was sent to standing committee of national assembly on 21 August 2017. On 20 November 2017 NUTECH bill was passed by National Assembly by majority vote.
4. Bill was sent to Senate of Pak through standing committee. On 26 January 2018, senate approved the bill with few amendments and sent it to National Assembly. National Assembly passed the bill on 14 Feb 2018 and it was sent to Ministry of Law & Justice. The bill was sent to PM sectt on 21 Feb 2018 for endorsement of PM and then forward to President of Pakistan, after President’s assent on 22 Feb 2018, Alhamdulillah the NUTECH act was finally notified in Gazette of Pakistan on 26 Feb 2018 and the university will commence its undergrad academic programs in Fall-2018.
